The timeline for implementing the new Local Planning Scheme (LPS9), which replaced the Local Planning Scheme No. 3 (TPS3) in June 2025:

✅ Public advertising (submissions period)

February – May 2023

• Advertised version of draft Local Planning Scheme No 9

✅ Council considers submissions

27 September 2023

• Council considered the advertised LPS9 above and all submissions received, and supported LPS9 subject to modifications:  Schedule of Modifications supported by Council (published) see Council Meeting Details 270923.

✅ Request for Ministerial approval

October 2023

• Advertised draft LPS9, submissions and schedule of modifications submitted to the Western Australian Planning Commission for consideration, requesting final approval by the Minister for Planning.

April 2024.         

• Shire officers made a deputation to WAPC requesting Minister’s support for 27 September 2023 Council resolution

✅ Minister’s decision

29 May 2024

• Minister directed the Shire to make further modifications prior to final approval

✅ Council consideration of Minister’s direction

26 June 2024

• Council considered the Minister’s direction at the Ordinary Council Meeting and resolved to make all changes required, with the exception of one.

9 July 2024

• Council's 26 June 2024 resolution sent to the Minister

24 October 2024

• Draft LPS9 from 26 June 2024 Council meeting sent to DPLH requesting reconsideration by the Minister

 25 November 2024

• DPLH confidential recommendation made to the Minister for reconsideration.

✅ LPS9 approved

 20 May 2025

• DPLH approved the LPS9 to take effect on 23 June 2025.
